Steps to convert a decimal into fraction.
Write the numerator with the number without the decimal.
To write the denominator:
a) Find the number of digits after the decimal. Say there are n digits after the decimal.
b) Divide the number by 10

Numerator = 025 = 25
Denominator:
The number of digits after the decimal is two
That is n= 2
Denominator = 10
